Bluesky has taken a stackable approach to moderation. This means that, in addition to the company's own moderation, anyone can run a labeler and provide an additional layer of protection.

Proposals & Voting
Proposals and votes are published as ATproto records, allowing independent labelers to leverage a wide range of perspectives when deciding which posts to label.
On PMsky, anyone can propose a label for a given post, and everyone can vote on those proposals. Labelers then can publish the labels that users propose back to Bluesky. Learn how it works.
